Implementation Committee and three Expert Panels
The Implementation Committee has struck three expert panels, one of which has been tasked with creating an overarching set of Principles, which will inform the structure and details of the associated Protocols.
The first of the three panels created was the Principles Expert Panel, which consisted of Dr. Cheryl Regehr, Chair of OCAV and Provost and Vice-President, Academic at the University of Toronto, Dr. Paul Gooch, Chair of the Quality Council and Bev Harris, Citizen member of the Quality Council. This Panel was tasked with creating the proposed Principles that will explain the underlying reasons for Ontario’s quality assurance procedures and protocols. The Implementation Committee, the Quality Council and OCAV have now approved the Panel’s work which can be viewed by clicking on the following hyperlink: Part One: Quality Assurance Principles for Ontario Universities and the Quality Council.
Part One: Quality Assurance Principles for Ontario Universities and the Quality Council is the foundation for a second more detailed document, Part Two: Quality Assurance Protocols for Ontario Universities, which is still being worked on by the remaining two expert panels (see below). Neither document should be used in isolation of the other. Once Part Two has also been finalized and fully approved, it will be combined with Part One, with the document as a whole constituting the revised Quality Assurance Framework.
Part Two is being worked on by the second panel, the Protocol Expert Panel, which consists of Dr. Neil Besner, Out-of-province QA Expert on the Quality Council, Dr. Andrew Hyrmak, Provost and Vice-President Academic and QA Key Contact (Western University), Dr. Sofie Lachapelle, Vice-Chair of the Appraisal Committee (University of Guelph), and Dr. Charles Morrison, Vice-Chair of the Audit Committee (Wilfrid Laurier University). This panel is working on updates, revisions and clarifications to the following four protocols: Protocol for New Program Approvals, the Protocol for Major Modifications for Program Renewal, the Expedited Protocol, and the Protocol for Cyclical Program Reviews. The Panel is also looking at how best to integrate the existing Guide to the Quality Assurance Framework into the new Protocols document to result in a more user-friendly document.
Finally, the Audit Expert Panel is also responsible for creating a portion of the Part Two document. This Panel consists of Dr. John Pierce, past Chair of the Audit Committee (Queen’s University), Dr. Christine McKinnon, past Chair of the Audit Committee (Trent University), and Prof. Katherine Graham, current Chair of the Audit Committee (Carleton University) and Dr. Charles Morrison, current Vice-Chair of the Audit Committee (Wilfrid Laurier University. The Audit Expert Panel is working on the structure and associated protocols for the second cycle of audits, taking into consideration the External Review Panel’s Recommendation #3 on Audits in the Report on the Review of the Quality Council and Principles 1, 2, 12, and 13 of the new Part One of the Quality Assurance Framework. In addition, the input of the QA Key Contacts at their June 2019 consultation meeting and preliminary feedback from the Implementation Committee, the Quality Council and OCAV is also being used to inform the Panel’s ongoing discussions.
The revised Quality Assurance Framework will be posted once finalized and fully approved.
