After completion of any other requirements of its IQAP, the university will submit the Proposal, together with all required reports and documents^[1], to the Quality Assurance Secretariat. The submission template will require information on whether or not the proposed program will be a cost-recovery program. The same standards and protocols apply regardless of the source of funding. The submission will further include a brief commentary on the two external reviewers selected to review the proposed program in regard to their qualifications in the following areas:

• Sufficient expertise in content and program delivery;
• Appropriate connections to industry (where appropriate); and
• Expertise in teaching and learning.
