The Council of Ontario Universities and the Ontario Universities Council on Quality Assurance welcome Dr. Brian Timney as Executive Director, Quality Assurance effective July 1, 2016. Dr. Timney comes to the Quality Council and COU from Western University, where he has served as a professor of psychology since 1978. Dr. Timney also served as Dean of Social Science from 2002 to 2015 and is currently a member of the Brain and Mind Institute at Western.
“After spending such a large part of my career working on curriculum-related matters at a single university, it’s a privilege to have the opportunity to be involved in quality assurance for universities throughout Ontario,” says Dr. Timney. “Ontario’s university system has an internationally recognized quality assurance process to ensure that students have the benefit of top-quality programs programs and paving the way to their success in whatever they do. I am proud to help the province’s institutions carry on that tradition.”
During his time at Western, Dr. Timney was a long-time member and Chair of the Senate Committee on Academic Policy and Awards, which was responsible for administering academic policy and for approving new and modified programs. Dr. Timney was also instrumental in developing a new curriculum structure for undergraduate programs, and has served as Associate Dean (Student Affairs) and Associate Dean (Budget and Operations).
Dr. Timney was born in England and completed his degrees at the University of Edinburgh and Brandeis University. Between 1973 until 1978 he held post-doctoral fellowships at Queen’s University and Dalhousie University. Dr. Timney’s primary area of research is in Visual Neuroscience and he has worked on visual development, and on the visual capacities of non-primate mammals, including cats, horses and camels. More recently he has been investigating the effects of alcohol on the human visual system
The Quality Assurance Secretariat supports the ongoing business of the Quality Council and its Committees by providing timely information, advice and support. Among other responsibilities, the Secretariat prepares agendas and materials for all meetings and appraisals, takes minutes of meetings, and communicates decisions of the Appraisal Committee and the Quality Council to the appropriate institutions. The Secretariat also provides general quality assurance and appraisal-related advice to Ontario universities.
